A GRASSROOTS APPROACH TO ORGANIZATIONAL EXCELLENCE
Given the current fiscal environment, there is a recognized across higher education for efficiency measures in order to make every dollar count. Efficiency initiatives typically follow a top-down, traditional approach in which the solutions to efficiency problems reside primarily with senior management who then direct their subordinates to carry out those solutions. This approach is characterized by compliance rather than ownership and will advance to a degree, but will lack the buy-in, energy and enthusiasm of staff and faculty across campus.
UCR takes a radically different grassroots, bottom-up approach to Organizational Excellence. In our grassroots approach, staff and faculty at all levels are included in the solutions process, inspiring our campus towards empowerment, effectiveness, efficiency and ultimately, excellence (E4).
This bold approach requires a cultural shift. Efficiency initiatives usually begin with the technical components of efficiency, such as LEAN training or standardizing a business process. We believe that for UCR, the key to lasting change will be a cultural change and so we begin our OE initiative with a focus on shifting our culture towards collaboration.
Our approach to OE has already gathered interest from institutions across the country and we have been invited to share our story at several conferences, including NACUBO, NCCI and the California Higher Education Collaborative (CHEC) Conference.
